Management could be better
The building overall is nice - new with good appliances. The management could be a lot better. For example, they were not very communicative when the building next door was demolished (creating a lot of noise/dust) and gave us very few details about the 2-year long construction that is supposed to start in place of the demolished building.

Fine, if you are content with the bare minimum
The building is not great and I will not be renewing my lease with them. The major cause of my frustration is having to deal with the management in any fashion. My lease expires in June, but they expected me to make a decision in December about whether I wanted to renew. Though this is student housing, that is a bit ridiculous. Oh and if you do not renew, they will traipse people through your apartment every week to show it to prospective tenants.
The management is occasionally rude and rarely sympathetic to your situation. It is their way or the highway and there is not negotiating that whatsoever. I tried to get keys to my apartment slightly earlier (like an hour before the move-in) so that I would not have to miss class and they absolutely would not budge on that. Why? I have no idea, but it is so aggravating working with them.
There are no amenities whatsoever. There is no concierge, no gym, no foyer/lobby. You literally pay for the square footage of your apartment and that is it.
If you live here, expect noise. Lots of it. In the middle of the night. They are currently doing some sort of construction for about the past five months on the first two floors. That will be retail space. But every so often at about 4am there will be loud clanging from goodness knows what. This happens about once a week and can go on for thirty minutes at a time. In the middle of the night.
I also have concerns about the security of the building. The building is located right off of Penn's campus and is across from a police station, but there are elements that are cause for concern. I will not give specifics here for the safety of myself or my neighbors, but if you decide to tour the building, make sure to ask questions about the security. And direct them not just to management but also to current tenants. I will say though that one night I came home and the door of my apartment was open (and yes, I did close it that morning); nothing was taken and I never did understand why that was the case, but it was cause for concern.
The bottom line is that for what you spend, the value is not great. It is a new building, but I already see signs of disrepair. I give it a couple years before it degenerates into a dump.

3939 Chestnut
A new building, opened for the first time in August 2015. It is close to school and right by Fresh Grocer, includes a washer/dryer in the unit, and although it is simple and doesn't have many frills, it is the perfect size for one person. My studio is spacious enough that I can fit a full size air mattress for visitors. It is also right by 40th Street station for the Market Frankford line and not a bad walk or Uber ride to Center City. The building contains mostly studios and also some one bedrooms. It is by a lot of good restaurants and a CVS pharmacy. It is pretty basic and doesn't have as many amenities as some of the newer buildings nearby, but I think it is worth the lower price.

Lately it has gotten a little noisy at night on my street, but otherwise I have few complaints about the neighborhood.
