Good spot with lots of infrastructure issues
College Hill is okay, but this last year has been plagued by infrastructure issues. These include a week without hot water as well as two incidents where the water had to be shut off completely. The outdoor spaces on the property are generally poorly maintained. Indoors are comfortable and spacious with few issues.

Great place to live initially
Pros: Management and maintenance are prompt, courteous, and professional. Parking is only $10/month, $50/month for a carport. Right next to Highland Park, so good for people who have pets and/or love outdoor stuff. Has a bus stop right outside the apartment. Only a 15-20 minute walk from Secchia. Right next to I-196 E/W entrance ramps so don't need to slog through downtown to get onto highway. Floorplans are spacious, lots of room to do what you want. Generally quiet neighbors and area. Guest parking is free.
Cons: No central AC. AC unit cooling does not reach bedroom so bedroom can get very hot during the summer. Windows aren't very clean. Very occasionally there are loud events at the park and/or nearby.

Decent for what you pay
College Hill is a good apartment for a student. It's within walking distance to the medical mile and even to downtown when the weather is nice. It's also close to the highway, which means it's well connected with the surrounding area. The amenities are sufficient, if a bit spartan, and the property maintenance could use some work, but for the price I'm paying I'm content with what is being provided.

Clean and quiet place. Fenced in parking area with no extra parking fee. Internet included with rent. Allows pets. Management is very active.

Apartment Review
I really wanted to live alone and this apartment complex gives one of the cheapest rates within close approximation to medical mile. My apartment is also quite big and the management is great here!

Decent value for price
Negatives: the apartment complex is super old and the laundry is communal on every floor, window AC unit so our rooms can be hot in the summer, sometimes the water has issues (but it's fixed fast). Positives: safe, really cheap, gym is nice, free parking, management responds very fast, maintenance issues are fixed fast, water and cable included in rent.

College Hill
I've enjoyed living here, it's close to campus and I have a lot of classmates that live in this complex, so it's easy to hang out frequently. I like having a balcony, the walls aren't too thin. But also someone got shot in my apartment building two months ago so just be careful haha

Decent living
Not the highest-end apartments, but are decent for student living. Walls are a little thin so you can hear your neighbors if you have them. A new property management company has just bought the building, meaning, rent may be going up, but they are doing some small renovation projects. Their insulation is poor as well and they have electric heating, so if you live on the first floor your electric bill may run you 200+ in the winter.
