Downtown Portland is the home of Portland State University, and is generally considered to be the area bounded between the 405 Freeway and the Willamette River.

The neighborhood is easily traversed on foot and has all the features one could want. Casual and trendy restaurants, coffee shops, and green space are abundant in the area. The apartments in Downtown are modern and built to impress, so it shouldn't be much trouble to find a beautiful new place. While space may be at a premium here, there won’t be a need for a car since grocery stores and public transit are all located nearby.

Cumberland Apartment
Essex House is close to a Safeway, right next to Keller Auditorium, a short walk from the river, quiet during the day but even quieter at night since it's in the business district, near the courts/city hall/federal building, and next to the police stations, which I guess makes it a safe area.

MW8 Apartments
University Pointe is across the street, and the line of food trucks is SO close. But you do hear the MAX running at night, but it's a relatively safe location. I haven't had any problems.
